it is an intentional misspell of the name given to Jean Luc Picard (actor Patrick Stewart) of Star Trek: The Next Generation when he was assimmilated by the borg. eventho he was assimilated into a singular conscienceness, the collective (borg people la) provided him a name instead of a number definition (eg. seven of nine). He was called Locutus of Borg and he was to be the voice of the Borg to the Federation telling them of the impending assimmilation they would conduct.
